There are two delegate categories for participants in the Global Conference: GOPAC Members and Observers.

• GOPAC membersare current or former legislators who have completed membership requests with GOPAC. They each have one voting share for passing the Declaration and Resolutions presented at the conference.
• Observers are individuals interested in anti-corruption activities and the work of GOPAC but who are not GOPAC members. They are often representatives of partner organizations or potential partner organizations, educational institutions or government departments, agencies or institutions.
