AIPA Seminar : Enhancing the ASEAN Transformation into Solid Community

Referring to position of the Speaker of the Indonesian House of Representatives as the President of the ASEAN Inter-Parliamentary Assembly (AIPA), the Indonesian House held a seminar with theme “AIPA: Enhancing the ASEAN Transformation into Solid Community” on 21 June 2012 at Operation Room, Indonesian Parliament Building

AIPA seeks to enhance its contribution in building an ASEAN Community 2015; foster a visionary, intensive, cooperative, and effective engagement between AIPA and ASEAN; and strengthen AIPA`s relationship with the peoples of ASEAN.

The seminar opened by the Speaker of the Indonesian House/President of AIPA, DR. Marzuki Alie. In his opening remarks, he stated that the aim of this seminar is to socialize AIPA as a regional parliamentary organization that intend to achieve the aim of ASEAN Community that consist of ASEAN Economic Community, ASEAN Social Cultural Community and ASEAN Political-Security Community.  In order to provide the information related to AIPA meetings and to socialize AIPA to the public, the AIPA President launched the official website of the 9th AIFOCOM Meeting and  33rd General Assembly of AIPA

The seminar also presented three keynote speakers: Bagas Hapsoro (ASEAN Deputy Secretary-General), Foster Gultom (Secretary, Directorate General ASEAN Cooperation of Ministry of Foreign Affairs Indonesia), Professor Hikmahanto Juwana (University of Indonesia), and the moderator of the seminar is Dr. Surahman Hidayat, , Chairman of Committee for Inter-Parliamentary Cooperation.

Speaking on ASEAN's efforts "Towards an ASEAN Community 2015," Mr. Bagas Hapsoro, explained about ASEAN's modalities and instruments towards an ASEAN Community 2015. He also briefed his audience on current challenges confronting the region, challenges posed for each of the three pillars of the ASEAN Community, and how these challenges could be addressed. He highlighted the active role of all ASEAN stakeholders, particularly AIPA as parliamentarians and partners of the government, in ensuring the successful realization of the aims and purposes of the ASEAN Charter and the ASEAN Community 2015 as a people centered community.

Mr. Foster Gultom outlined policies which have been implemented by the Indonesian Government efforts towards achieving the ASEAN Community 2015. He also explained the history of ASEAN transformation and he acknowledge the role of ASEAN member countries in built a strong foundation for ASEAN today. ASEAN considered to be having strong commitment in promoting good governance that shown in the establishment of ASEAN Supreme Audit Institution (ASEAN SAI). But he also express his concern on the lack amount of regional trade between ASEAN member countries.

Professor Hikmahanto Juwana gave a critical academic perspective on how the ASEAN Community could be implemented to reach the grass roots in terms of policy and implementation. He emphasized on the importance of the readiness of human resources, Indonesia in particular, to be more competitive in facing the ASEAN Community 2015.

The Seminar attracted participants from Members of Indonesian Hoese, Ambassadors of AIPA Member Countries to the Republic of Indonesia and Permanent Mission to ASEAN, as well as lecturers and university students of University of Indonesia, Gadjah Mada University, Prof. Dr. Moestopo University, and Institute of Social and Political Sciences.
